Scouting tips?

I've scouted and asked several people across the web if they'd be interested in what I'm planning. So far, I've only received few and rare ones. No one's really biting.

Are there any techniques/tips as to how to catch someone's interest/hook them in?

I'm not sure what information you've given them, but if you haven't already, you should give a summary about your project, the character you're scouting, how lengthy the project will be, etc. Just make your info sound interesting.

People might also not be interested if they already have a lot on their plates and know they can't take on anything else.
