Hmmm... well, 96neko technically is more of a Nico Nico singer than a voice actress, but she is still considered a voice actress either way, so... definitely her!! I'm always trying to live up to being as energetic and amazing as her. (And I have a voice as low as hers, so that's another big reason she's inspiration to me.)
Oooh...there are quite a few on the list that do. English wise it would have to be J. Michael Tatum, Brina Palencia, and Tara Strong mainly because they stand out to me because they always seem to impress me with their acting (especially Tara and her vocal range O_O )
Ah! Good question!
If we're talking professionally, I'd have to say Monica Rial. She sounds like she has so much fun when she voices acts, and I think her range is pretty good considering, even though she can't make a million voices....what she can do with what she has, she knows how to fit the character she has been given to play!
As far as non-professionally, I'd have to say many people in my own voice team, who continue to impress me! Whenever they send me lines, I sometimes feel my performance with them does not compare, so I try my hardest for them.
Maurice LaMarche. I always look forward to his performances as a protagonist, antagonist, and anything in between (including the greatest soap opera actor of all time...CALCULON!). No matter what type of role he does, he does such a good job investing himself in his characters. I wish I could sound as believable as he does in my voice acting.

Billy West. I'd love to do more cartoony stuff like he does.
Oh, wow, good question. Hmm...while the late Mel Blanc (who has a range of characters and imagination that expand to horizons I couldn't hope to reach), Jim Cummings, Liam O'Brien, Tara Strong and Brina Palencia always leave some sort of impact on me and what I should aim for, the VAs that go from 'eh' to 'dear lord that's pretty awesome, he/she never sounded this good' serves as a constant reminder that we're always learning, and that we won't always be in that same rut we were at the start.

Definetely Mel Blanc and Tara Strong. Their ranges and the way that they deliver lines are just amazing to someone like myself. Also, you can (or could in Mel's case) tell they have (had) fun with the roles they were given.

BigTUnit1 and Chris Sabat for sure, BigTUnit1 had certainly inspired me to do a lot more voice acting, and Chris Sabat because I apparently do good impressions of his voices, but I think my impressions are a bit meh...
