The Character is simply Called "Strange Man"... You can Kinda gather what he is like from that
The Way I want this character to sound is some what like a Medievil Jester, For those of you who play Skyrim, then I'd Like him to sound a little Like Cicero (Watch the Vid to Get an Idea of what he sounds Like)

Line No.2: "I must bring someone back to save my world…You! You Four Brave Foreigners, You Can save my World can’t you?"
Line No.3: "(Creepily) mmmeee ttttooooooo"
