Isn't Utopia more of a universal state of mind than something measurable in terms of rules, regulations and concrete things?
If everyone actually properly knew about, cared about and treated every single inhabitant of the planet in an equal, non-judgemental and kind way, then that's enough. It'd mean that no-one'd go hungry or cold or lonely, because someone else would notice and care enough to share what they had. I guess that's only practical in small communities, though.

What do you think will be constantly playing through the government loudspeakers?

In-between the "YOU ARE HAPPY CITIZENS" announcements.

Ah now this is the interesting thing, can a form of utopia be achieved through a sence of universal social concience? Well it hits the same stubbling block that all societies that try and be universally inclusive do. What do you do with the desenters? Is utopia tainted by the need for punishment and redress?

    Ah - an excellent point.
Dissenters would have to be shot, of course ;-P (joke!)
Do you reckon there'd be much crime in a place where everyone had true freedom and tolerence, though? Or maybe it'd just be infuriatingly goody-goody and would drive people crazy...

And there we slide into distopia (I think it's distopia) don't quote me on that.

Now there you have it though, true freedom as long as it doesn't interfere with other peoples total freedoms. It would appear that a fasset of utopia requires compromise. Can utopia be compromised and still be considered to be utopia? It's a gritty one and no mistake.

Arguably humans have survived by being a fairly aggressive species, this too holds interesting implications for any personal or universal utopia. One mans meat is another mans poison in kind one mans utopia is another mans hell. It's difficult tailoring something universally encompassing to something as diverse as human kind.

In my opinion, utiopia and dystopia are one and the same. The making of a distinction was flawed reasoning to start with.
