Have you looked at Daily Motion? I've never seen them bring down a video.

Also, I don't know how well these sites are monitored for FanDubs, but here's a few more video sharing sites: http://www.myvideo.de/, http://www.pandora.tv/, or http://tv.oneworld.net/
