When it comes down to it, the best way to make a voice sound like its coming from a radio is to record it that way, but if you don't happen to have a 15 pound military grade radio or three sitting on your desk, this tutorial might come in handy.
This tutorial uses GoldWave, a free sound editing program. You will need a copy of it, and a voice sample to participate.
