He means outside of this mafia game Team Toguro are the primary antagonists of the Dark Tournament... Although it's possible to consider that the actual team is actually split between evil, neutral, and good seing as two of them only joined the team because they were promised a rematch and the other two used to be humans before they were turned into demons... (I think? Been awhile since I watched Yu Yu Hakusho)

We're voting HHM because the investigator came up with a result that HHM was innocent, but all the other times the guys came up Mafia they were Heroes. So...we're thinkin maybe the investigator's power is kinda flawed.
