when do you think I should hold the auditions? and would you help me out cause im a newbie to the whole radioplay thing....

lol Well, as far as producing one, that makes two of us. As for when you should hold auditions, it's really up to you. I mean, for my X/1999 RP, I just made sure I had most of the audition lines ready for a good majority of the characters and then added in the missing lines for the other one or two missing characters later.
One thing, though, about setting up audition lines, it's what I tried to do, and it might help you with casting- try to find at least a line for every emotion the character will display (well, not persay every emotion- that would take forever! Just the major ones the character will use). This gives you a better idea of if an auditionee is better suited for another role, or fits that role perfectly. I had anywhere from 3 to 5 audition lines for each of my characters, and X/1999 has a pretty hefty cast.
I've been collecting BGM and SFX as I go, with the help of some of my friends on the board. Again, it's really up to you how long you want to wait before holding auditions. There's only one other FY production that's holding auditions right now, but it's a cross-over, so your auditions would probably get some good feedback, I'd say. YES XD I WOULD! Though I've only read one Volume of the manga, it may have a few spoilers, but I dun care XD I'd probably never get around to reading the whole manga anyways. If you do it, I'm definately on your audition list. ^^
I'm pretty new to this whole radioplay thing, too. But I've got a basic idea of it.
First off, you must look for people who could play the roles! You hold auditions for these. As Crystal said, you should give them lines to say that have a general emotion on each line. People will mail you thier auditions in a .zip file. If you need more help, you could try going to the Auditions and Announcements forum ^^
I'm really excited! I hope you do this ^^

Yes im bringing this up...AGAIN! Since I will be starting school in a while and if i get one D i cant go on the computer until my next report card, would anyone be willing to help me out in making it?

I'll help writing scripts and setting up auditions and stuff. I'm afraid I can't help you much with the mixing. I'm sadly lacking in mixing ability.
