Cosplay Help: Shinobu!!

Okay, if all works out well I'm going to Anime Fest Wichita in August-- it will be my first con and I'm very excited!
I've decided to cosplay as Maehara Shinobu from Love Hina, who was my first voice acting role. ^___^
I want to go as Shinobu in her summer school uniform(short sleeves).
So far all I've got is the sailor fuku top.
So here's what I need:
-a navy blue pleated skirt within a reasonable price range. If I order it from the same place as I got the top, it'll cost $140 O.o;; which is more than I want to spend on the whole costume. ^^; If possible, I'm thinking about knee-length.
-some cute brown lace-up shoes, as cheap as I can get 'em for. XD
-the sailor fuku bow... if I buy it from the same place I got the sailor fuku, it's 15 bucks. Yeah, for a bow. >.<

I also might need some advice along the way from cosplaying veterans, and tips about little details I might have missed from avid Love Hina fans.
Any help would be absolutely wonderful. I need that reference pic first and foremost, after all. ^^;
Soooo... yeah. I hope to hear from you guys.
